Philadelphia police have arrested an Elkins Park cab driver in the rape last September of a 25-year-old woman who had hailed a taxi at the Frankford Transportation Center.

Hillard Bethea, 26, of the 400 block of Township Line Road, was charged with rape, kidnapping, aggravated assault and related offenses after his arrest Monday, police said.

Capt. John Darby of the Special Victims Unit said a tip from within law enforcement based on a composite drawing of the suspect led investigators to Bethea.

The alleged victim told police that after she hailed a taxi near the transportation center the night of Sept. 24, the driver took her to an unknown spot and raped her in the car. - Joseph A. Gambardello
