no, it actually was the Broadcasting booths fault. If you watch the replays, the unoffical yellow line they put on the field is about a yard farther than the sticks show, so the broadcasting team though the was short of a first down when in fact he wasn't. Refs didn't mess that one up. Want proof, check the NFLs site http://www.nfl.com/gamecenter/2010121204/2010/REG14/buccaneers@redskins#tab:watch
and click on the "Is it fourth down or third down?" You can clearly see he was on the first down line of the stick, but behind the yellow line, which is not lined up at all.
