Of course a massive conspiracy could explain that. A few million conspirators could do this easily. Is that it, Rich - a huge conspiracy? I guess in your mind that's a real possibility. You've been paying too much attention to the theories of the wrong people. Get back to Earth from wherever you are and join the real world.

It seems that what Yan encountered with the Parking Authority truly characterizes Philly institutions (and bureaucratic personalities) generally and is increasingly characterizing this nation. Institutions and their technology demand "theirs" from the common man now, otherwise there are penalties. But when the common man requests his due, or tries to navigate these institutions for their errors (and incompetence), he has to jump through 25 hoops, wait forever, or find a sympathetic newspaper columnist. Imagine what we'd find if we had a true democracy with complete institutional transparency.
