IT HAS TAKEN more than 10 years to build the full Ground Zero memorial in New York. It's taking almost that long for Philadelphia to truly honor our own fallen heroes: Firefighters and police officers who have died in the line of duty. A small memorial stands in Franklin Square, but there are now more ambitious plans to build a more adequate and permanent monument. This week, the FOP and Fire Fighters Union Local 2 announced a design competition in collaboration with the American Institute of Architects with a $10,000 prize.
