POLICE Commissioner Ramsey's salary is approximately the same as the DRPA chief of public safety's. Is the DRPA chief overpaid?

Here are some comparisons:

Ramsey had "flash mob" problems that were nonexistent for the DRPA. The city has shootings and killings almost every night, while the DRPA hasn't had any. There's been trouble on South Street, but DRPA traffic is constantly flowing at a high rate of speed. In the city, people are afraid to go out at night, but no one is afraid to cross the DRPA bridges.

Could the reason that the DRPA chief of public safety is paid so much is because he keeps us safer?
