John Mangan, 71, health-care official

John O'Donnell Mangan III, 71, of Blue Bell, a health-care administrator, died Monday, July 16, at Jefferson University Hospital of a stroke.

For 14 years until retiring last month, Mr. Mangan had been an administrator for Keystone Mercy Health Plan's Provider Network Management Department.

Previously, he had a 29-year career with the Philadelphia Department of Public Health, serving in various positions, including as a district director, mental-health delegate, and assistant commissioner. In the early 1980s, he supervised the introduction of computer technology in the department, said his wife, Bernadette D'Ottavi Mangan.

Mr. Mangan graduated from Lansdale Catholic High School. He earned a bachelor's degree in 1963 from what is now St. Joseph's University, and later earned a master's degree in political science from the University of Pennsylvania and a master's degree in urban management from Drexel University. He pursued doctoral studies at Temple University.

Mr. Mangan taught history and political science at Bishop Kenrick High School and Yeadon High School before joining the health department in 1969. He later taught evening courses in political science at St. Joseph's.

Five years ago, he became disabled when he suffered a massive stroke. He was very motivated and fought back, his wife said. After a year of rehabilitation, he learned to speak and walk again, and was able to return to work part-time.

Mr. Mangan and his wife met at a college mixer and married in 1967. They enjoyed spending time with their family at their summer home in Avalon, N.J., and traveling. In April, they visited the beaches of Normandy, the site of the D-Day invasion.

He was a quiet and affectionate man who loved history, his Irish heritage, and his grandchildren, his wife said.

In addition to his wife, Mr. Mangan is survived by a daughter, Ann Vecchio; a son, John IV; a brother; and seven grandchildren.

Friends may call from 6 to 8 p.m. Friday, July 20, at Boyd-Horrox Funeral Home, 2000 W. Germantown Pike, Norristown, and from 9 a.m., followed by a Funeral Mass at 10, Saturday, July 21 at St. Helena Roman Catholic Church, 1489 DeKalb Pike, Center Square. Burial will be in Whitemarsh Memorial Park.
