Josh Weingram, Dranoff project manager, also said the firm was negotiating to bring a "celebrity chef" restaurant to the planned development on Cricket Avenue.
One Ardmore Place would include a three-story parking structure, 110 underground parking spaces for residents, and some surface parking.
The development would replace a public parking lot with 175 spaces. The township would set rates and time limits for the 211 public spaces proposed in the garage, Weingram said.
Dranoff's plans have not changed since December, when the state revoked $12 million in grants for the project. The developer and local officials are negotiating with the state and are "optimistic" that the issue will be resolved, said Ross Weiss, Dranoff's attorney.
The Corbett administration said the proposed development - once part of a project to revitalize the Ardmore train station - no longer fits in the scope of the Redevelopment Assistance Capital Program, which is intended to fund public projects.
Although the projects diverged and the station plans have been delayed, township officials still support the use of public funds for One Ardmore Place, arguing that it would improve walkability and boost investment in downtown Ardmore.
Weiss said engineering and traffic studies would be presented to the township next week, and a final proposal could be debated at the February or March planning meeting. He said construction could begin before the end of 2014.
