Talks, but no deal yet for Pa. horse racing

Talks resumed Tuesday among leaders of Pennsylvania's horse racing industry, lawmakers and the Wolf administration trying to keep racetracks open in the face of increasing administrative costs, officials said Tuesday.

At least one industry leader remained optimistic about the negotiations, expected to continue on Wednesday, with a Thursday deadline the target for reaching a consensus.

"We're closer today than we were yesterday," said Todd Mostoller, executive director of the Pennsylvania's Horsemen's Benevolent and Protective Association.

Gov. Wolf threatened last week to shutter racetracks if the industry fails to shoulder more of the costs of regulation. Potential solutions include requiring horse owners and trainers to pay for the drug testing of horses as well as increasing licensing fees.
