A man who was caught in surveillance footage urinating on a Northeast Philadelphia synagogue and giving the finger to a security camera mounted on the building surrendered to authorities Tuesday night, police said.

He was identified on Wednesday as  Sheidali Dzhalilov, 23, of  the 2100 block of Hoffnagle Street in the Rhawnhurst section. He has been charged with ethnic intimidation, indecent exposure, institutional vandalism, desecration objects, open lewdness, harassment and disorderly conduct.

He surrendered to Northeast Detectives Tuesday night.

Footage released by investigators Monday shows the man, dressed in a white shirt and dark jeans, as he approached the front door of Congregation Beth Solomon at 198 Tomlinson Rd. about 12:30 a.m. Sunday. After emptying his bladder on the synagogue's front door and sidewalk, he left in a white sedan, the footage shows.

The synagogue has been vandalized two other times in the span of a year, according to the Anti-Defamation League. A menorah was stolen from outside the building in September and, in January, someone spray-painted graffiti on the wall of a nearby shopping center where the synagogue's ritual bath is kept.
