Foot fetish rape suspect held for trial

A West Philadelphia man was held for trial today by a Philadelphia judge on charges that he is the "foot fetish" rapist, whose trademark was fondling and licking the feet of his victims.

Richard Allen Casey, 49, was ordered held for trial on sexual assault and related charges after a 2-1/2-hour preliminary hearing before Municipal Court Judge Patrick F. Dugan.

Dugan, on his own initiative, also doubled Casey's bail to $600,000 for each of five victims and increased it to $1 million on a sixth victim, whose assault was notable for its brutality.

Dugan dismissed the case of a seventh victim, who failed to appear to testify at the hearing.

Casey, arrested in January, was charged in a series of attacks in and around Center City between November 2006 and January 2007.

Casey's alleged victims ranged in age from 21 to 55.
