Philadelphia man accused of beating neighbor's dogs with bricks

A Philadelphia man is facing charges for allegedly beating his neighbor's dogs with bricks.

Authorities began investigating after a woman found her two dogs bleeding outside her home on the 3700 block of North 19th Street in the city's Tioga section on Aug. 27.

She brought the animals to the Pennsylvania SPCA's shelter hospital, where they were treated for injuries from blunt-force trauma, authorities said.

The PSPCA said today that charges have been filed against a neighbor, 56-year-old Willie Enoch, in the incident.

He is facing animal-cruelty charges.

The owner surrendered the dogs to the PSPCA, officials said, and both animals have healed and been placed in permanent homes.
