About 4:20 p.m., the victim was sitting on the front steps of someone else's house in the 1400 block of Ritner Street when he got into an argument with another man, police said. The other man then stepped into the street and started shooting, striking the victim several times in his torso. The victim, described as in his early to mid-20s and wearing an ankle monitor, was later pronounced dead at the Hospital of the University of Pennsylvania.
The gunman jumped into the passenger side of a dark-colored SUV that fled south on 15th Street, said Chief Inspector Scott Small. The vehicle was recorded by a private surveillance camera. - Robert Moran
