In the latest, the overexposed singer's pa, Billy Ray Cyrus, has decided to open up about the state of Miley's soul in these dark times since her engagement to Liam Hemsworth collapsed and she began making a fool of herself with phallic objects in front of every camera pointed at her.

MiCy, BiCy says, is doing remarkably well. "I'm trying to campaign, since the government ain't working, we shouldn't have to pay taxes," he told VH1 Tuesday. "Because, you know, paying taxes is supposed to pay for the government, which in turn is not working."
