Gasoline prices down slightly in nation, up a penny in Phila.

The Philadelphia price of $3.10 per gallon on average is up 3 cents over the last week. The South Jersey average stayed at $2.89, a penny higher than a week ago. And the national average, $3.09 is 2 cents below the week-ago price, the auto club said.
