For a $1.82 billion project to replace 558 highway bridges over three years, the Pennsylvania Department of Transportation on Friday chose Plenary Walsh Keystone Partners of Toronto. The team will manage the $899 million design, construction, and 25-year maintenance of the new bridges and be responsible for financing the project.

No Philadelphia bridges and few from area counties - Montgomery (five), Chester (two), Bucks (one), and Delaware (one) - made PennDot's list. Allegheny County has 53 bridges on the list.

Including financing costs, the state will pay an average of $65 million a year for the 28-year contract term, for a total of $1.82 billion, PennDot said. The state, which will retain ownership of the bridges, said it would save time and money through the public-private partnership. The winning consortium includes the Walsh Group, Granite Construction Co., and HDR Engineering. Construction is to start next summer and be completed within 36 months.
