Coatesville Veterans Affairs Medical Center announced the following executive appointments: Jonathan Eckman has been named associate medical-center director; he had been executive assistant to the associate director for finance at the VA Maryland Health Care System. Sheila Chellappa has been promoted to chief of staff, from associate chief of staff for primary care. And Nancy Schmid has been appointed associate director for patient-care services/chief nurse executive; she had been associate director for patient and nursing services at the Syracuse VA Medical Center.

Cadient Group Inc., a King of Prussia provider of digital marketing services and software for the health-care industry, has hired Nigel Downer as senior manager and Amy Cypres as senior account manager. Downer had been vice president for strategic accounts at ProtonMedia, Lansdale. Cypres had been account director at KHJ, Boston.

Richard Madison has been hired as a managing director in the regulatory compliance practice at KPMG L.L.P., Philadelphia. He had been vice president of corporate revenue cycle services at Crozer-Keystone Health System. Glenn R. George has been hired as a principal in the firm's advisory risk consulting practice. He had been a partner at Bates White Economic Consulting.

Rajant Corp., a Malvern company that makes wireless mobile-communications networks used by the U.S. military, mining companies, emergency personnel, and other customers, has hired Hank Ottey as chief engineer for sales and support services. He had been a technical support manager/applications engineer at MeshDynamics, Santa Clara, Calif.

Mark Hurwitz has been appointed vice chair for quality, safety, and performance excellence and director of thermal oncology of the department of radiation oncology at Thomas Jefferson University and Hospital. He had been director of regional program development for the department of Radiation Oncology at Dana-Farber/Brigham and Women's Cancer Center.

Gordon R. Reeves has joined the division of cardiology as a member of the advanced heart failure and cardiac transplant team at the Jefferson Heart Institute at Thomas Jefferson University Hospital. He also has been named assistant professor of medicine at Jefferson Medical College of Thomas Jefferson University.

Doug Hughes has been promoted to vice president of administration at Paoli Hospital. He had been director of nursing operations, surgical and trauma services.

Janney Montgomery Scott L.L.C., Philadelphia, hired Gregory B. McShea as senior vice president and general counsel. He had been managing director, group vice president, at M&T Bank. Anthony Miller has been promoted to executive vice president, chief administrative officer and financial-operations principal, from chief financial officer and treasurer.

Urban Engineers Inc., a Philadelphia provider of planning, design and construction services, has hired Margarita Gagliardi as vice president of transit planning. She will lead the firm's transit and passenger rail professionals. She had been senior vice president at Halcrow, a CH2M Hill company.

       Pennsylvania SPCA, Philadelphia, has hired John J. Salvucci as its chief financial officer. He had been audit manager at Isdaner & Co. L.L.C., of Bala Cynwyd.

Exton Region Chamber of Commerce has promoted Sara Capinski to president from operations manager.

   Harsco Corp., a diversified global industrial services and engineered-products company in Camp Hill, has promoted Robert Yocum to vice president and treasurer from assistant treasurer.

TransCelerate BioPharma Inc., a Philadelphia nonprofit that works to find quicker, cheaper and more efficient ways of producing safe medicine, has appointed Dalvir Gill chief executive officer. The group was founded in September by 10 of the largest pharmaceutical companies. Gill had been president of Phase II-IV drug development at PharmaNet-i3.

Delco Development L.L.C., a family-owned real estate development company in Mount Laurel, has hired Meghan Lafferty Goins as regional director of sales and marketing for its hotel division. Goins had been director of sales for the Aloft Hotel, by Starwood, in Mount Laurel.

Independence Blue Cross, Philadelphia, announced six organizational changes. Yvette Bright has been promoted to executive vice president and chief transformation officer, from senior vice president and chief administrative officer. John Janney has been promoted to the newly created role of senior vice president health care reform implementation and transformation, from senior vice president of eBusiness and support services. Brian Lobley has been promoted to senior vice president of marketing and consumer business, from vice president of corporate strategy development and execution. Somesh Nigam has been hired as senior vice president and chief informatics officer; he had been vice president of health-care informatics, scientific, and clinical affairs at Johnson & Johnson. Lauren O'Brien was promoted to senior vice president and chief accounting officer, from vice president and chief accounting officer. Steve Udvarhelyi has been promoted to executive vice president of health services and chief strategy officer, from senior vice president and chief medical officer.

National Penn Bancshares Inc., Boyertown, has named Daniel I. Sansary officer and outreach coordinator for its Community Reinvestment Act department. He had been a financial-service representative at Susquehanna Bank.

Graham Co., a Philadelphia insurance and employee-benefits broker, appointed three new vice presidents: Calvin Cass had been an account manager on the health and human-services team; Beth Davis had been a personal lines manager and is also a member of the company's management committee and leadership development group, and Richard Ogle had been a production coordinator and a member of the company's leadership development group.

Devon Financial Partners L.L.C., has hired Chris McKee as a sales manager. He had been a managing partner at Mass Mutual.

    Giselle Cosentino has been hired as director of student programs at Chester County Futures, an Exton nonprofit that works with middle and high school students providing academic, mentoring and scholarship support. She had been education director for the Brandywine and Red Clay Valley Associations in West Chester.

  Philadelphia Police Athletic League named Lt. William Eddis, a former PAL officer, as the organization's new commanding officer. Eddis supervised sergeants and served as a Five Squad tactical lieutenant for the last two years in the First District.

Burns White L.L.C., has promoted Thomas C. Kelly from associate attorney to member of the firm's Philadelphia office. Kelly focuses his practice on workers-compensation issues.

Sun National Bank, Vineland, has hired Albert J. Celini as executive vice president and chief risk officer. Celini had been vice president, regulatory advisory and strategy, at Freddie Mac in McLean, Va.

Timothy J. Curvan has been hired as a financial consultant at Hoover Financial Advisors P.C., Malvern. He had been vice president of sales for Fidelity Investments Institutional Services Co.

      Developmental Enterprises Corp., a Norristown nonprofit provider of vocational and habilitation services for mentally retarded and other developmentally disabled adults, has appointed Mary Kessler program coordinator of the adult training facility at its Willow Grove Training Center. She joined the staff as a receptionist.

     Gregory A. Lomax and Dominic P. Marco Jr. have joined the law firm of Lauletta Birnbaum, Turnersville, as members. Lomax had been a partner with Duane Morris L.L.P. Marco had been an associate with Spector Gadon & Rosen P.C.

    Christina Humphreys has been promoted to executive vice president/senior lender for the southern region of Fulton Bank of New Jersey, Mount Laurel, from executive vice president/business banking segment manager.
