Jonathan D. Smith, cofounder, CEO, and chief investment officer, had been a partner and chief investment strategist for Daniels + Tansey L.L.P.

Andrew C. Zimmerman, cofounder and chief investment strategist, had been a partner and chief investment strategist for Daniels + Tansey.

Daniel N. Mullen, cofounder and chief compliance officer, had been chief compliance officer for Daniels + Tansey.

Margaret C. Ritter, cofounder and senior investment manager, had been a partner and portfolio manager for Daniels + Tansey.

John L. Blair, cofounder and managing director of client relations and marketing, had been director of client relations and marketing for Daniels + Tansey.

Buchanan Ingersoll & Rooney P.C., Philadelphia, said political consultant Kevin P. Kinross will serve the firm's State Government Relations Group as a senior adviser. He currently is the campaign manager for Mayor Nutter's reelection bid and was the campaign manager for Allegheny County Executive Dan Onorato in his bid for governor of Pennsylvania.

Tim Brandt joined RCM Technologies Inc., of Pennsauken, as group senior vice president of its IT Division. Brandt had been market president at Kforce Inc.

National Penn Bank, of Boyertown, named William H. Brewer executive vice president and manager of commercial real estate in its southern lending group. Brewer had been chief credit officer at Wilmington Trust Co.

Electronic Ink Inc., a Philadelphia business-system-design consultancy, hired Robert McCreary as vice president of client strategy. He had been account manager for PHD Virtual Technologies.

WellNet Healthcare Group, a Southampton health-care management company, hired John Augustine as vice president of business development. He had been regional sales director for Philadelphia-based Brokerage Concepts, a third-party administrator owned by HealthNow, which also owns Blue Cross/Blue Shield of Western New York.

Firstrust Bank, Conshohocken, hired Joseph L. Rago as senior vice president/relationship manager of the bank's Real Estate Finance Group. He was senior vice president/commercial real estate and construction financing at TriState Capital Bank.
