My column today about Fishtown Action - or FACT, the 700-member pro-casino group that supports casino gambling in Fishtown - mentions the community benefits agreement that FACT negotiated with SugarHouse casino. Part of the agreement stipulates that a special-services district be created by FACT to dole out the $1.5 million annual contribution SugarHouse would make to the communoity.
I've gotten calls and e-mails from readers who have questions about what the community benefits agreement contains and how the newly formed Penn Treaty Special Services District will operate. I promised to post links to the signed CBA and to the signed document that creates the district.
