   Developer Omar Blaik, principal at u3 Ventures and ex-facilities chief at Penn, will roll out his proposal for a 30-story tower on the north side of the 1200 block of Walnut St. at the Philadelphia City Planning Commission meeting, next Tuesday Sept. 16, 1 p.m., 1515 Arch St.
   Like other tower proposals now searching for funding and tenants in Center City , Blaik's is a mix: street-level stores and restaurants, 5-screen cinema, 150-room hotel, 200 apartments. "It's a concept at this point," said Gary Jastrzab, acting executive director for the commission.  
   The commission will also review a study of possible Transit-Oriented Developments and improvements around the Bridesburg, (closed) Wissinoming, Tacony, Holmesburg Junction and Torresdale SEPTA Trenton line stations in Northeast Philadelphia . A copy should be posted by Monday at
www.philaplanning.org.
   Planners will also check proposed guidelines for Philadelphia rowhouses -- it's been awhile since there's been one. And they'll consider plans for an 11-story Campus Inn Hotel, 40th and Pine, in a student-rental and residential neighborhood a block southwest of Penn's high-rise Superblock dorms.
