Police identify victim in North Philadelphia homicide

Police have identified the man killed outside a North Philadelphia bar Wednesday night as 19-year-old Tracy Briscoe.

Police have identified the man killed outside a North Philadelphia bar Wednesday night as 19-year-old Tracy Briscoe.

Briscoe, of North Philadelphia, was shot in the head around 8:50 p.m. at the intersection of Germantown and Indiana avenues. He was taken to Temple University Hospital and pronounced dead shortly thereafter.

Police said they recovered a gun from Briscoe's waistband. Investigators were reviewing surveillance from the area to see if it captured the incident.

Briscoe had had numerous run-ins with the law. In November 2011, he and another man were arrested for allegedly shooting a man during a carjacking at the same location where Briscoe was shot. The charges were dropped because prosecutors did not have enough evidence to prosecute the case.

He was also arrested in February and charged with theft, conspiracy and related charges. Briscoe pleaded guilty to theft and was sentenced to 7 months probation.

Police have not released a description of the suspect or suspects, or a possible motive.
