The city snow emergency has been lifted and City Hall will be open tomorrow along with all city services, Mayor Nutter said tonight.
"The city of Philadelphia is back open for business," Mayor Nutter said. "The storms have cleared just in time for Valentine's Day weekend."
City government and courts will be open tomorrow, although public and parochial schools will be closed for the third day in a row. The massive winter storm closed down the city for two days.
