Audit: No major flaws in parking agency payments

A limited audit of the Philadelphia Parking Authority's payments to the City of Philadelphia found a number of small problems but uncovered no major flaws in the agency's accounting of what it owes the city.

By agreement, the authority is obligated to provide the city with whatever revenues remain from its on-street enforcement operations, after expenses are deducted. City Controller Alan Butkovitz was asked to determine if the agency was properly figuring its expenses, and the controller determined that - apart from a few minor errors - the authority's calculations were correct.

Unlike a comprehensive audit the controller is expected to begin early next year, this one did not evaluate the agency's efficiency, its staffing, or any other performance measure.
