Police Commissioner Charles Ramsey: Undoubtedly Nutter's most high-profile hire to remain in the administration, Ramsey has overseen a shift to community-based policing that has proved popular. And although homicides have crept up this year, the number remains below the 2007 and '06 tallies.

Greening Philadelphia: It's not exactly a sexy issue, but the administration has won national praise for the commitment to make the city more environmentally friendly, with more trees, bike lanes and parks.

Balancing the books: It took painful cuts, budget fights with City Council, tax hikes, financial pilgrimages to Harrisburg and a whole lot of public dissatisfaction. But Philly still has cops on the streets and weekly trash collection in hard economic times.

MISSES

Libraries : Nutter's attempt to shut 11 libraries to help close a budget gap in 2008 drew instant outrage. Ultimately, hours were reduced, but all branches stayed open.

Soda tax: For the past two years, Nutter has tried to enact a tax on sugar-sweetened beverages, first to help the city budget and more recently to aid the schools. Both times, Council rejected that in favor of alternative taxes.

Former Managing Director Camille Barnett: She was rocked by personal tragedy before she even started in 2008, but Barnett never really gelled in the administration, eschewing many of the traditional priorities of the office and failing to define a clear agenda. And her DROP-payment grab on the way out the door left a bad taste in many mouths.
