Rendell nominates three for Phila. court positions

Gov. Rendell yesterday nominated two lawyers, Joyce Eubanks and Angeles Roca, to fill vacancies on the Philadelphia Court of Common Pleas, and a third, Thomas Nocella, to fill an open seat on Philadelphia's Municipal Court.

Eubanks, who spent 20 years as a public defender, most recently served as legal counsel for former City Councilwoman Carol Ann Campbell. Roca has a private practice in Philadelphia.

Nocella, also a private attorney, lost at least four previous bids for judge. He has a long history of representing officials of the Philadelphia Democratic Party, including Campbell, the party secretary.

All would fill terms that expire in 2010. If confirmed by the state Senate, Eubanks and Roca would be paid about $158,000, while Nocella would be paid $153,000.
