The FBI said Thursday that Myloh Jaqory Mason, who is believed to have robbed at least two banks this fall, thrusting guns in tellers' faces and warning the clerks that they would die unless they opened the vault, is now on its top 10 list.

Mason replaces Semion Mogilevich, a reputed Russian organized crime figure who had been on the list since October 2009 for his alleged involvement in a $150 million stock-manipulation scheme.

The FBI said Mogilevich remains at large but no longer meets its criteria for its most-sought list. The criteria include the need for publicity to aid in apprehension and a continued danger to the community.

Because the publicity the fugitive got during his time on the list didn't lead to his capture, he no longer fits that requirement, the agency said, noting he is believed to be living in a country where the United States doesn't have an extradition treaty.

Since Mogilevich was added to the list, "the extensive national and international publicity afforded him has not generated information which would assist in his apprehension," the FBI said.

There's also no evidence has engaged in additional illegal activity, according to the agency.

Authorities say he orchestrated a scheme to defraud investors in a company that was incorporated in Canada but based in Bucks County between 1993 and 1998. He was indicted in April 2003.

Mogilevich is the seventh top 10 fugitive removed from the most-wanted list since 1950 before being apprehended, dying or having charges dismissed.

One suspect from Philadelphia remains on the list: Alexis Flores, wanted for allegedly kidnapping and killing 5-year-old Iriana DeJesus in Hunting Park in 2000.
