Siobhán Lyons has been named president and CEO of the Philadelphia international-relations organization Citizen Diplomacy International. She succeeds Nancy Gilboy, who will remain involved as president emeritus. Lyons had been executive director of the Irish Immigration Center. CDI is a public/private partnership with the U.S. Department of State and the City of Philadelphia.

JetPay Payroll Services, a division of JetPay Corp., a Berwyn provider of debit- and credit-card processing, payroll/HR/TLM, and prepaid card services, has hired Michael Pires as CEO. Pires built his own company, HRinterax, which was acquired by ADP in late 2009. He held a number of senior roles during his six years with ADP, most recently as division vice president of business development.

Jin David Kim has been hired as director of communications for PCCY (Public Citizens for Children + Youth), Philadelphia. He had been director of communications for the city Department of Behavioral Health and Intellectual Disability Services.

Elissa Della Monica has been appointed vice president of post-acute and case-management services at Abington Hospital-Jefferson Health. Della Monica, who began her career at Abington 35 years ago as a community-health nurse, had been executive director of home care, hospice and care management.

Lenin P. Agudo has been named director of the Widener University Small Business Development Center. Agudo had been director of community and economic development for the City of Reading.

Antheil Maslow & MacMinn L.L.P., Doylestown, has hired Elizabeth J. Fineman as an associate in its family law practice group. She had been an associate at Williams Family Law.

TD Bank has promoted Daniel D. Vice to assistant vice president, store manager of a branch in Richboro, from officer, assistant store manager in Woodhaven.

Mike Andaloro has been named president of the global logistics firm BDP International. He succeeds John Bolte, who will head a new wholly owned subsidiary, 360 Degree Predictive Logistics and Supply Chain Management. Andaloro had been global chief operating officer. Lance Malesh, global chief sales and marketing officer, has been promoted to the newly created position of chief commercial officer. Marcia Lyssy has been promoted to senior vice president of human resources, from global director of talent management.

Buchanan Public Relations, a full-service public relations, digital, and crisis-communications firm in Bryn Mawr, has promoted Megan Keohane to senior account executive, from account executive, and Jennifer Tedeschi to assistant account executive, from account coordinator. John Reynolds, a former intern, has been hired as account coordinator.

Univest Insurance, a subsidiary of Univest Bank & Trust Co., Souderton, has named Jennifer Cook senior vice president and human resources practice leader. She had been senior human resources manager at DSM Biomedical, Exton.

Andro Zangaladze has been appointed medical director of the Inspira-Jefferson Neuroscience Program. Zangaladze had been director of neuroscience for Virtua and before that was an assistant professor of neurology at the Jefferson Comprehensive Epilepsy Center.

Alex Houseal has been hired as regional vice president for Pennsylvania and New Jersey operations at TranSystems, a Philadelphia provider of consulting, engineering, and architecture services. He had been Pennsylvania deputy transportation business unit leader for URS/AECOM and principal in charge of the project management of PennDOT's P3 Rapid Bridge Replacement Project to replace 560 bridges across the state.

The American Board of Surgery, Philadelphia, has hired Bruce A. Perler as associate executive director for vascular surgery. He succeeds Robert S. Rhodes, who is retiring after 20 years. Perler is the Julius H. Jacobson II Professor of Surgery at Johns Hopkins University School of Medicine in Baltimore and vice chair for clinical operations and financial affairs of the department of surgery at Johns Hopkins Hospital, as well as director of the vascular noninvasive laboratory.

Lamb McErlane P.C., West Chester, has hired Helen J. Esbenshade as a partner and Alan P. Novak as of counsel. Esbenshade had been partner and Novak of counsel with Conrad O'Brien. Novak will remain president of his government and public-affairs firm, Novak Strategic Advisors.

Chester Water Authority, Chester, has named Robert A. Judge Sr. executive manager of the municipal authority. Judge previously served as the secretary of revenue for the Commonwealth of Pennsylvania.

Pamela Ramanathan has been named director of financial aid at University of the Sciences in Philadelphia. She had been assistant director of financial aid at La Salle University.
