Steve Santacroce has been named vice president of operations for Elite Underwriting Services Inc., an Exton provider of stop-loss options and products. Santacroce had been chief operations officer of MedPlans Partners Inc.

UGI Corp., the Valley Forge energy company, has named Robert C. Flexon chief financial officer, effective Feb. 14. Flexon succeeds the retiring Peter Kelly. Flexon most recently was chief executive officer of Foster Wheeler AG, an engineering and construction contractor and power-equipment supplier.

Partner Engineering & Science Inc. said it had hired Aaron Epstein to head its new Philadelphia office. Epstein, a geologist, previously managed the East Coast operations for AEI Consultants, a San Francisco-based environmental-services firm.

Philadelphia Insurance Cos., a Bala Cynwyd property and casualty insurance company for niche markets, said John Glomb had been promoted to chief underwriting officer. He had been senior vice president of underwriting.

Hub International Northeast Ltd. said Joseph B. Spinner had joined the insurance-brokerage firm as senior vice president, responsible for overseeing Pennsylvania operations in Blue Bell and York. He will be based in the Blue Bell office. Spinner most recently was senior managing director with Frank Crystal & Co. Inc.'s commercial property and casualty department in Philadelphia.

LLR Partners Inc., a Philadelphia middle-market private-equity firm, said Jack Slye had joined as a vice president. Slye had been a principal at Sterling Partners L.L.C., where he specialized in consumer, education, and health-care investments.

AlliedBarton Security Services L.P., a Conshohocken provider of security personnel, said Carol Johnson had been appointed senior vice president, client experience. She had been executive vice president, sales and customer service for Gale Cengage Learning.

Colliers International/Philadelphia has named five new principals. All are senior vice presidents: Marc Isdaner (Industrial - Southern New Jersey), Michael Barmash (Commercial/Multi-Discipline - Philadelphia), Jason Wolf (Office - Southern New Jersey), Michael Zerbe (Industrial - Western Pennsylvania) and Mark Chubb (Industrial - Delaware).

TD Bank N.A. has named Michael P. Mattera vice president - commercial loan officer in commercial lending in Cherry Hill. Mattera had been a commercial lender at Sun National Bank in Mount Laurel and Wachovia Bank in Media.

Vince Frustillo is joining USI MidAtlantic, with an office in Plymouth Meeting, as senior vice president of business development. Before joining the insurer and financial-services firm, Frustillo had retired from a sales career at Liberty Mutual Insurance.
