Once again Phillies righthander Chad Billingsley is returning to the big leagues. Billingsley will start Thursday against the visiting Milwaukee Brewers.

He missed most of the previous two seasons after Tommy John surgery and additional elbow surgery.

Billingsley began this season with triple-A Lehigh Valley. After he made three starts with the Phillies and posted a 6.75 ERA, he returned to the DL May 17 with a right shoulder strain.

"I've just got to get back out there again, getting my rhythm, getting a routine and constantly getting back out there," Billingsley said. "My body feels good, my arm feels good and I have to be happy about that."

Buchanan's progress

Righthander David Buchanan, who began the season in the Phillies rotation, will pitch Thursday for Lehigh Valley after making two rehab starts with the Gulf Coast League Phillies.

Buchanan was sent to triple A on May 2 after going 0-5 with an 8.76 ERA with the Phillies. He suffered an ankle injury with the IronPigs, which sidelined him nearly five weeks.

More minors

Phillies minor-league righthander Zach Eflin and outfielder Brian Bogusevic were named to the U.S. baseball team for the Pan American Games from July 10-19 in Toronto.

A righthander, Eflin, 21, is 5-4 with a 2.76 ERA at double-A Reading. Bogusevic, 31, entered Monday hitting .302 with six homers and 33 RBIs at Lehigh Valley.
