Herr, whose brother, Zach, also won the District 1 title for the second straight year, finished with a 7-stroke margin over runner-up Alex Liu of Lower Merion.
Radnor, with a team of Jamie Susanin, Allie Ziegler, Julie Curley, and Caitlin Sullivan, took the team trophy with a 342 total on Tuesday at Gilbertsville Golf Club.
The top eight finishers qualified for the PIAA Regional tournament on Monday.
