It seems likely that the Eagles will franchise quarterback Michael Vick, but with the collective bargaining agreement expiring March 4 and a potential lockout looming, how and when do they do that?

Normally, there is a deadline for applying the franchise tag, late in February. Last year, it was Feb. 25.

An NFL spokesman said yesterday that "no dates have been provided [to teams] for submitting franchise/transition tags."

So that whole thing would seem to be in limbo, pending further labor developments.

In other Eagles news, there still was no indication the Cleveland Browns have asked for permission to talk to offensive coordinator Marty Mornhinweg about their head-coaching vacancy, and the team signed three more players, including retaining the rights of two 2010 practice-squad members, offensive lineman Dallas Reynolds and tight end Cornelius Ingram. Ingram, an Eagles fifth-round pick in 2009, said Monday he thinks he is all the way back from his second anterior cruciate ligament surgery now, after a year and a half, and can recapture his potential.

The Birds also signed TE John Nalbone, formerly of the Dolphins and Monmouth. *
