ESPN.com reported that coach John Harbaugh made the announcement yesterday, when Troy Smith returned to practice from a severe tonsil infection that had sidelined him since training camp.
Smith, a Heisman Trophy winner at Ohio State, had been expected to challenge for the job.
But Harbaugh said Flacco, who played at Audubon High in Camden County, will stay at No. 1.
Cowboys. Coach Wade Phillips said cornerback Adam "Pacman" Jones will play Sunday against Arizona.
Owner Jerry Jones said the team didn't plan any discipline after the player got into a scuffle with his bodyguard Tuesday night in the bathroom of an upscale Dallas hotel. Police were called, but there were no arrests or charges filed.
Adam Jones was suspended for 17 months by NFL commissioner Roger Goodell for numerous off-field problems. He was arrested six times and involved in 12 incidents requiring police intervention.
Goodell said in a radio interview that the league was investigating the matter.
Redskins. Defensive end Jason Taylor practiced for the first time since surgery on his left calf 17 days ago.
Taylor did not take part in all the drills, and he protected the stitches by wearing a titanium pad underneath a knee-high black sock.
Browns. Cleveland sent tight end Kellen Winslow to a doctor for tests after he missed his second consecutive day of practice with an unspecified illness.
Browns coach Romeo Crennel said Winslow, who has been plagued by injuries throughout his NFL career, has been ill for two days.
Crennel would not say whether Winslow would play in Monday night's game against the New York Giants. The coach would not elaborate on Winslow's condition or disclose any medical problems.
Lions. Jon Kitna's 36-game starting streak is in jeopardy. The quarterback missed a second consecutive practice because of an injured back, leaving Dan Orlovsky and Drew Stanton to split snaps.
Offensive coordinator Jim Colletto said the team may not know whether Kitna can play against Minnesota on Sunday until pregame workouts.
Chargers. Wide receiver Chris Chambers missed practice, and it's likely that he will miss Sunday night's home game against New England.
Chambers, who has five touchdown catches, sprained his ankle Sunday in a loss at Miami.
Dolphins. Assistant coach Jim Reid is home recovering from surgery and an undisclosed illness. Reid, who last worked Sept. 24, left the hospital about a week ago, Miami coach Tony Sparano said.
Jurisprudence. Former Denver Broncos running back Travis Henry was released from jail after posting a $400,000 bond on federal drug charges.
The U.S. attorney's office in Denver said Henry must remain in his home, where he will be monitored electronically. He is not allowed to have any contact with co-defendant James Mack.
Investigators say Henry and Mack were arrested after they met to buy cocaine from a person who was cooperating with authorities. They could not be reached for comment.
