Horn said he was relieved that he now could pursue a job with another team.
The Falcons will receive no return on the guaranteed $2.5 million salary in 2008 for the 36-year-old Horn.
Horn was a disappointment in 2007, catching only 27 passes for 243 yards and one touchdown after signing a four-year, $14.5 million deal.
Then he sat out voluntary workouts, did not play in the team's first two preseason games because of a hamstring injury, and asked to be traded.
The Falcons also have cut ties with veterans Warrick Dunn, Rod Coleman, DeAngelo Hall and Alge Crumpler as they begin a rebuilding season.
Cardinals. Wide receiver Anquan Boldin asked to be traded, saying he doesn't believe that his situation can be resolved and declaring he has no relationship with coach Ken Whisenhunt.
A team spokesman said the Cardinals have no plans to trade the sixth-year standout and still hope to sign him to a contract extension.
Whisenhunt sounded puzzled when discussing reports that Boldin had said he was no longer speaking to the coach.
"If communicating is talking, that's what we have been doing at practice," the coach said.
The two-time Pro Bowl player claims the Cardinals reneged on an offer to renegotiate his contract. He has three years remaining on the four-year, $22.75 million extension he signed after the 2005 season that keeps him under contract through 2010.
Bengals. With its two Pro Bowl receivers hurt, Cincinnati brought back Chris Henry, a move its coach emphatically had ruled out only a month earlier as inappropriate.
Henry must serve a four-game suspension from the NFL - his third such punishment - before he can rejoin the team.
The move was stunning in light of coach Marvin Lewis' statement shortly before training camp that the team permanently had parted ways with the receiver, who has been arrested five times since he joined the Bengals in 2005.
He pleaded guilty to gun and marijuana charges in 2006 and to charges of providing alcohol to minors in 2007. He was found not guilty of a parole violation in February of this year.
Henry was suspended by the league for two games in 2006 and for the first eight games of last season for repeatedly violating its conduct policies.
Pro Bowl receivers Chad Johnson and T.J. Houshmandzadeh are injured.
Patriots. New England released 13-year veteran tight end Marcus Pollard before he played a game with the team.
The Pats signed rookie tight end Tyson DeVree.
Browns. Quarterback Derek Anderson has a mild concussion, the result of a sack in Monday's loss to the Giants, ESPN.com's James Walker reported.
Colts. Peyton Manning made it to his first practice of the season, then ended his self-imposed silence by saying he wanted to play in Indianapolis' first regular-season game Sept. 7 against Chicago. The quarterback had stayed out of public view since surgery to remove an infected bursa sac from his left knee July 14.
Jets. Signed yesterday, wide receiver Larry Brackins will go from catching passes from the Soul's Matt D'Orazio to catching bullets from Brett Favre.
Brackins had 107 receptions for 1,395 yards and 29 touchdowns for the Soul during the regular season, then caught six passes for two touchdowns in a 59-56 win over San Jose in the ArenaBowl.
Seahawks. Seattle quarterback Matt Hasselbeck left yesterday morning's practice after about 45 minutes when his back began to tighten up.
Titans. Tennessee waived punter Josh Miller and signed defensive back Tuff Harris.
