Eagles give cap expert a promotion

Howie Roseman is now the personnel director. The Birds also extended GM Tom Heckert until 2011.

The Eagles still haven't announced the firing of vice president of player personnel Jason Licht, but they did officially replace him yesterday by hiring from within.

Howie Roseman, previously the vice president of football administration and a key player in working on the team's salary cap, will now move to the personnel department and assume Licht's former title.

In addition to that move, the Eagles also extended the contract of general manager Tom Heckert through the 2011 season.

"I feel we have strengthened our personnel staff by extending Tom's contract and by promoting Howie Roseman," Eagles coach Andy Reid said in a statement. "Tom's leadership and work ethic has continued to impress me over the years. Tom has also done a great job of nurturing and incorporating Howie's talent into the personnel side of the organization.

"Howie has demonstrated a sharp eye for talent evaluation along with a knack for creative draft and free-agent strategies."

Reid made no mention of Licht, who had been with the organization since 2003. The Eagles, however, have removed Licht's biography from their Web site.

Roseman, 33, has been with the Eagles since the 2000 season. He was hired specifically to help team president Joe Banner on salary-cap matters, but had been involved in some personnel matters in recent years. One decision that definitely included Roseman was the signing of defensive end Juqua Thomas, who now goes by Juqua Parker.

The Eagles acquired Parker after he was released by the Tennessee Titans, and he became a starter for them last season. Roseman had also handled many of the team's contract negotiations.

The Eagles' news release said Roseman would work closely with Reid and Heckert in all aspects of the player-personnel department. Roseman will manage the college scouting staff, organize and run draft meetings, and scout the top college prospects.

Demps signs. Fourth-round draft choice Quintin Demps became the first of the Eagles' 10 draft picks to agree to terms on a contract yesterday when he accepted a four-year deal.

Demps, the Eagles' second pick of the fourth round and the 117th overall, had 17 interceptions as a safety during his career the University of Texas-El Paso. He was the first player in UTEP history to return two interceptions for touchdowns of more than 100 yards.
