NFL: 49ers surrender draft pick for tampering with Briggs

The San Francisco 49ers forfeited their fifth-round pick in next month's NFL draft after commissioner Roger Goodell said they tampered with Chicago linebacker Lance Briggs.

In a statement released by the league yesterday, Goodell also said the teams would switch picks in the third round of the April 26-27 draft. Chicago, which had the 12th pick, will get San Francisco's seventh pick, and the 49ers will get Chicago's choice.

Goodell said the 49ers violated the NFL's anti-tampering policy by contacting Briggs' agent, Drew Rosenhaus, about his client during the 2007 season.

Briggs, a Pro Bowler last season, had been designated as Chicago's franchise player and subsequently signed a one-year tender offer.

He had been expected to leave as a free agent after last season but instead re-signed with Chicago for $36 million over six years.

Packers. Quarterback Brett Favre has not filed his official retirement papers, and it is unclear when he will. Favre retired March 4. General manager Ted Thompson said he would let Favre handle the paperwork to finalize his retirement at his own discretion.

Broncos. Wide receiver Brandon Marshall has an injured right arm that could take several months to heal, the NFL Network reported.

Marshall told the Rocky Mountain News he had slipped on a fast-food bag while vacationing with family at a resort. He described his injury as "a little cut."

The NFL Network reported that Marshall had severed an artery, a vein and a nerve in his forearm along with tendons. It did not cite its sources. Marshall told the team he was wrestling with family members when he got hurt, the network reported.

Bengals. Chad Johnson skipped the start of off-season workouts, indicating his continued unhappiness in Cincinnati. The Bengals have said repeatedly that they have no intention of trading the star receiver.

T.J. Houshmandzadeh, who tied for the NFL lead in receptions with 112 last season, also is skipping the voluntary workouts for the second straight year.

Titans. Tennessee started its off-season voluntary program without all-pro defensive tackle Albert Haynesworth. The Titans made Haynesworth their franchise player Feb. 20, but he is not under contract.

Inga Saffron: The development sagas of Benjamin Franklin Parkway and Independence Mall are awfully similar. Each started out with the aim of concentrating Philadelphia's cultural power in one part of the city. And after that imperial ambition was thwarted, each remained opposed to bringing commerce into its vision of grandeur.

With the introduction of two new coffee shops, this is finally changing.
