The Longhorns used their 45-35 victory over Oklahoma, the top-ranked team for the previous two weeks, to leapfrog Alabama and move into the top spot for the first time in 24 years.
Texas received 39 first-place votes from the AP media panel to become the fourth No. 1 team of the 2008 season. Alabama, which was idle Saturday, got the other 36 votes for first.
Penn State capitalized on defeats by Oklahoma, Missouri and Louisiana State to move up from sixth to third after its 48-7 road rout of Wisconsin. It marked the second time this season that three of the top four teams lost on the same weekend.
Oklahoma dropped to No. 4, while Florida jumped six places to fifth after its 51-21 rout of LSU. The Tigers fell from fourth to 13th.
Southern Cal moved into sixth, followed by Texas Tech. Oklahoma State rose from 17th to eighth, its highest ranking since 1985, with a 28-23 upset of previously No. 3 Missouri.
Brigham Young was ninth, and Georgia rounded out the top 10. Missouri dropped to 11th, but the Tigers have a chance to rebound when they play at Texas on Saturday.
"Every week, we're seeing teams learn the hard way that the only poll that matters, or lasts, is the final one," Texas coach Mack Brown said. "No one remembers who was No. 1 after six weeks last year. If we're No. 1 in late January, it becomes a statement."
Ohio State, which hosts Penn State in two weeks, was ranked 12th.
In late games Saturday:
Missouri quarterback Chase Daniel extended his streak of passes without an interception to 160, then threw three interceptions in the second half of the Tigers' 28-23 loss to Oklahoma State. The visiting Cowboys scored three second-half TDs on plays of more than 30 yards.
Tim Tebow fired two touchdown passes to Percy Harvin and ran for a third score himself as host Florida handed LSU its most lopsided loss in six years, 51-21. The Tigers committed three turnovers, one an interception that was returned for a touchdown by Brandon Spikes.
Boise State scored all of its points in the second quarter and saw its defense shut out Southern Mississippi in the second half, leading the visiting Broncos to a 24-7 win.
