Golden places at #32 on the list, and then you have to travel fifty spots south to find his successor, Steve Addazio, at #82. It's not until the early nineties (on a list of 125) that you'll locate current Temple football coach Matt Rhule.
According to SN, the coaches are measured according to "...wins, championships, recruiting, history at previous jobs, future potential and the intangible Q-factor." You can tell an effective ranking system by how much it factors seeing into the future and "Q-factors" into its measurement.
Nick Saban (Alabama), Urban Meyer (Ohio State), and Chris Peterson (Boise State) round out the top three. Penn State's Bill O'Brien sits at #13.
