The Queen Village institution has gotten a much-needed makeover from new owner Russ Cowan, who has completely rehabbed the 82-year-old deli and upgraded the food to the level of his former Kibitz delis. The service and room still feel like a work in progress, but Philadelphia finally has the makings of a great sit-down deli.
