I have to admit that I know very little about the organ donating process. I'll never forget how Bob Casey Sr. somehow magically was given organ transplants although he didn't seem to deserve them based on patient condition standards at the time. This indicated to me that the process was not fair and was rife with corruption. Signing an organ donation card sounded like a very selfless thing to do, to help another human out when my time was up. However, I thought, what if I was in a hospital and I was Gov. Casey's perfect match. Would I suddenly be conveniently snuffed-out so he could have my organs? I could see that happening so I never sign an organ donor card. I told my family that if I was terminal and died, to then give my organs away to help someone, but I want that piece of mind to know it will only occur when I am dead by other causes. I do not want to give someone else Carte blanche with my organs thank you.

PA Unemployment is paid by Chase Debit Card, Direct deposit and if the claimant does not activate the debit card, or sign up for direct deposit, a paper check is eventually mailed later. The electronic transfers take about two business days and the paper checks take longer.

Please forgive me, I'm not trying to be a Gendres here and have diarrhea of the fingers and thoughtlessly monopolize the comment section.
I've personally witnessed massive test cheating at Pollock School in NE Philly. For years they boldly cheated without detection. Many of the staff were involved in running this cheating machine. After witnessing that, I can't believe any dramatic test increases. Genuine change is gradual and the result of hard work.

You're right. The numb-nut writing the headline was thinking broadly and not splitting hairs about what schools in Philly, not specifically SDP schools- that organization is still a wasteland disaster.
Regardless, I'm skeptical. I've seen these stories about dramatic turnarounds and sudden increases in standardized test scores before only to find out later that massive adult cheating and test score manipulation has taken place.

Somebody has to tell it like it is, so I volunteer. I know these people, I worked shoulder to shoulder with many of them. Many of them, not all, are mostly inept and ill prepared to to hold down a real job in today's real world. If these people are put out, they stand little chance to earn as much $ in their future to maintain their lifestyle. These people are being condemned to a lower standard of living for the balance of their lives. Every organization has it's dead wood, but The District is the equivalent of the petrified forest. Many of the noon-time aides remind me of the Goodwill disability trainees (aka clients) who are trained to perform menial tasks with the exception that The District employes are much less motivated. The professionals that are getting cut are mostly fat and lazy and couldn't cut-it in the real world without a lot of effort, and of course effort requires motivation and skills. After working 10 years of ten months with spring, summer and winter break and a soft work schedule from 8:30-2:45 five days a week...well it will make a 9:00 to 5:00 job 12 months a year seem like prison.

I agree that there is a lot of deadwood on the payroll. At Pollock School, we have a couple of aides that are virtually useless, but they have seniority so the only way to get rid of them is to fire the entire bunch. However, as bad as they are they provide some basic services for the teaching staff. We used to have a great aide, but he moved on to central office. For me it's a toss-up keep the aides that we have or go without. There are benefits to both.

Just because they have to deal with trash all day does not excuse their behavior. Philly cops are, generally speaking, bred from peasant stock. Many are lowlifes themselves; just on the fringe of the dark side. Many are corrupt. Take a ride through the Great Northeast. This is all we got left. The cream moved out years ago; all that is left are the curds. Curds, for you milk processing officiandoes, are slippery, white and somewhat gelatinous feeling. There you go. It is not true that all Northeast Philly residents are cops, just most of them. Pushed through Catholic school, no real ambition, and they knew someone that got them a job as a cop. It ain't easy being a cop, but being a good cop takes the kind of brains and upbringing and pedigree that these many of these Philly slug cops ain't got a clue about. The fact that they are given blind authority and deadly weapons is truly frightening. We deserve better, we sure are paying for it. Every time I speak to a Philly cop I think to myself that I'm sure glad that I don't have to give these slugs an intelligence test.

Generally speaking from my experience in education and business, evaluations are BS across the board. Regarding unions in education, yes they are rather heavy hitting however, the School District of Philadelphia management is so biased, so politically motivated, so unfair and down right nasty as well as incompetent; that without unions as a counter balance, teaching professionals, as well as other union employees, would not receive a fair and equitable shake if the unions did not exist. Sorry, I don't have the answer, but it's not as simple as just getting rid of the unions.

Please allow me to say this about that. Let's take the School District of Philadelphia 440 Headquarters; an example that is very familiar to me. Here we have a lot of crusty old female war horses in positions of power. I can think of numerous individuals that could easily adopt this particular "C word" as their nickname. They are self-righteous, selfish, nasty and backstabbing connivers. The "C word" fits them. There is a double standard here. Many men are routinely referred to as the "D word" (rhymes with stick) and nobody bats an eyelash. Here's my advice to the chicks involved. RELAX. You want to play ball in the big leagues, then you have to have thick skin and just let it go.

Well said. This is just a desperate money grab. Hite wants the equivalent of outsourced labor so he wants to do away with the higher salaried teachers and bring in the cheaper labor. It's a way to get rid of the older teacher, really, this plan borders on illegal age discrimination. They dance around it, but that is a big part of this. I must interject with a different opinion. I worked a Pollock school. For years, I watched the cheating machine continue to crank out high,doctored test scores. Not just one or two, it was a well oiled multi-participant cheating machine.
Why did they do it? I can only surmise that they liked the adulation. They also knew that they would get favored treatment from the regional mgr and 440. They also covered up their teaching deficiencies by manufacturing good test scores. This is why I'm convinced that grading teachers based on testing performance is absolutely wrong. There are many examples of students that need accommodations, but we need not just blame the students. Stop making excuses for the slacker, cheating teachers. When I grew up, the public school teachers wouldn't allow me one extra second in a timed test. "PENCILS DOWN" was the steadfast motto of a most scrupulous group of teachers. At least that was my perception. Back then, testing was used more as a tool to assess student performance. We could assess their strengths and weaknesses and adjust our teaching. Now, the PSSA's have become this big teacher report card. Is it any wonder why teachers cheat?

As much as I love the students and teachers of the School District of Philadelphia, I say DON'T GIVE THEM THE CASH. Here's why. The administration is playing the same old game that Ackerman played. They have more money than they say. This is about union busting and the redistribution of the SDP wealth. Hite needs to go, along with his $300,000.00 salary. Those infamous 25 staffer raises need to be given back and rescinded. 440 is up to their same old tricks. The think of themselves as a fortune 500 company in their shiny ivory tower while the rest of us, the students and teachers, exist in the slop and squalor. Don't give the money until you go in there and take over the BS Administration. I say we close 440 as symbol that the old ways of thinking are gone. Trim staffs and reduce the administration and move to other less ostentatious school buildings.

Those raises should not only be retroactively rescinded immediately, but some of those folks should be let go. Take each and every employee in the district and instead of firing a select group like they have done in the past, EVERY employee from Hite down to the lowest lunch room aide should be required to give-up ONE DAY OF SALARY. Hourly people would have their pay reduced by the equivalent of one day. At the end of that, see how much more defect we have remaining. Then take another day, and another, until the defect reaches zero. That, Ladies and Gents, is what I call SHARED SACRIFICE.

This will make you madder Angelo. I knew someone that worked at 440 in finance. She was a horrible secretary, but a minority, so she was promoted in order to get out of the director's hair. Like the Peter Principle, she has managed to stay at her same position for ten years with no chance for promotion. She is visibly lazy, selfish like a little girl and a cheat. She is a time thief because she cheats on her time sheets. She visits schools from time to time and almost every Friday, she leaves her destination school early and drives to see her mother in NJ on company time. She also lives in NJ. Your tax dollars at work for this waste of skin.

Back in July, 2011 SDP 440 laid-off about 4000 people. Mostly union folks. It was Ackerman's plan to bust the union. Many of the workers were told as part of their exit interview to look for a reposing of their job. That was an illegal union busting tactic. I know someone that left a huge pile of work right on their desk. They said that it was funny because the unemployment office classified the lay off as a "lack of work"...my friend said it should have been "union busting" or "lack of money" because there was plenty of work. They laid off the workers and kept the do nothing management. So stupid. My friend does not miss the BS of 440. My friend refused to re-apply for the job at lower pay than the union job that my friend was laid off of. There is life after SDP.

Chris Ward was a key factor in the ill advised bond Swaps. Insiders told me that she was in a hole and bought the risky bond swaps hook line & sinker to dig herself out of her previous bad investments. So I'm told. Another infamous blunder of hers was that she drove off from 440 to Harrisburg for an important meeting via the Northeast Extension. It wasn't like it was her first time there, but that day she ended up in Scranton approaching the NY state line. We all had a good continuous laugh about that- still laughing actually.
Regarding Ackerman, death does not clean her slate. She was horrendously arrogant and incompetent and is responsible for the condition of the SDP today. God works in mysterious ways.

I believe that there has been a systematic cleansing of cheaters within the district. This is a big deal and it has pretty much been whitewashed. The fact is that massive cheating occurred and the district administrators secretly encouraged any actions that brought in higher test scores because that lie validated the Superintendent's BS programs and misled us all that the radical changes were working. The School District of Philadelphia's celebrated improvements over the past 19 years since they hired David Hornbeck have pretty much been ordinary compared to other districts. The massive cheating artificially inflated test scores and public opinion of the success of the mission.

Did they really take offense? Or is this just a flex of political muscle? Remember the anti defamation league? They were started to fight bigotry but have been accused of going way way beyond the reach of their original mission. It was to the point where the "hunted become the hunter". C h i n k built this business. I often passed his tiny shop as a child and saw him, spatula in hand, hovering over the grill by the front window on Torresdale Ave. C h i n k built his little dynasty one steak at a time. His legacy has lived on beyond his time here on earth. Subsequent owners have honored C h i n k's achievements by preserving his tiny shop. Now, it's all gone. It's a sad day in Tacony today.

Albert, I have spent a lot of time working there shoulder to shoulder with those folks. They are the worst kind of political appointments. It's not like they were directly appointed by Nutter, or Rendell or Corbett. No these are folks that are involved in that Filthadelphia blue collar elitist class. Related to cops, and counsel people and ward leaders that knew somebody that knew somebody. Look up a group called "The Emerald Club" there and you will find these folks who live in row houses and take care of their own. There are others. These are where favors are done to get ones foot in the door for employment. Husbands and wives, sons and daughters, nieces and nephews, uncles and aunts. It's like an inbred hillbilly extended family. We also have a couple of AA groups that are similar in nature. That, Albert, is the composition of the people who work and thrive at 440.

Shared sacrifice my foot. Even The Queen of Greed gave back some of her salary. Hite ain't givin back nuttin. What about the 25 hefty pay raises to Christina (not so tina) Ward and the other 24 political appointments? Those raise must be reversed then take 10% of all of the non reps pay too on top of that. Any administrator making over $100 K should be giving back 20% or more. That is what shared sacrifice means.

Good feedback, but you jumped to conclusions. I am not suggesting that people sacrifice their children. What I'm suggesting is that we revert to a public school model that we all can be proud of. The School District of Philadelphia does have a couple of fine schools. Masterman is the crown jewel. There are others. Therefore, it can be done. We just need to do more of it. I'm not suggesting another mandatory busing strategy, but suggesting that together we can find a way that makes it work.

...or you could take a broader look. With a higher percentage of students who want to learn, the problem students could be assigned to smaller units just like we did back in the 60's and 70's. The standards would rise, there would be more money and resources and more staff. What we have now is a watered down product because our resources are very low. Was the school district mismanaged? ABSOLUTELY! It is not hopelessly broken. We need a refocus and retooling but if the upper middle and middle class white students are removed from the equation, then we are contributing to the failure of our public school system. We are voluntarily reverting to segregated schools. This time it's race and class that is killing what was once a pretty darned good public school system.

Why do so many people avoid Philly schools? One word, pure and simple, RACISM. I saw it for myself. I sent both of my kids through public school. The both graduated from a great city magnet school. In a local Northeast Philly preschool, I saw the beginnings of the racist seeds planted by the mostly catholic community. The parents often discussed the local public elementary school down the street and spread false rumors of the horrors based on racist fears. Instead they chose the local catholic school that later was a focal point of nasty sexually abusive priests. Their actions, to keep their children out of our public schools is a rather self fulfilling prophecy. Had all of those "WHITE FLIGHT" students been in the public school system, the public school system would have better schools. To borrow a phrase from Papa John's....Better ingredients, better pizza...Papa Johns. Same goes for students.

I know thoughtful and educated Jewish people that seem quite open minded in most circumstances but suddenly turn and cry anti-semitism when someone had the audacity to criticize the Isreali Government. Living the struggle intertwines the two and is not clearly separable. I think it is the same thing for Mike Nutter. Black Protectionism is a real sociological phenomena.

The positions have no salary, but the perks are still there. The first SRC Chair James Nevels liked to have lunch at the 4 Seasons on the District's dime. He set the standard. I've been asking the Inquirer writers to report just how much each SRC member costs us in Expenses, Stipends, Dedicated Staff, Office Furniture and Supplies, Chauffeur Services...and everything else.

Isn't that ridiculous? This is the point where being politically correct has taken us. It's absurd. Don't worry though. The Inky staff may be too PC to actually tell it like it is. (For instance a couple of weeks ago a little boy was missing and they pulled the same stuff by not giving a description of race.) But the police do it the other a=way to the the other extreme. A few years ago I was witnessing massive graffiti wall writing in a school yard in the Northeast. I called 911 and reported wat I was watching in real time. The dispacher asked for a description of the perp. I gave a height weight age and before I could go further the dispatcher said "Black or Hispanic". I asked "those are my only two choices?"...he's white.

Hite says that this is about saving the District. BS. What about the 25 obscene pay raises at 440 that were recently leaked? Meanwhile Hite cuts school programs and now teacher's compensation. I saw the list. The Inky published it. Those 25 political patronage jobs are held mostly by lazy do nothings. If Hite was in any way sincere, he would first take away those raises and then extend the same pay cuts to all 440 non union staff as a measure of shared sacrifice. Then Hite and all of those in the 150K and above pay scale should be cut 25-50% until 2016. That is only fair. Even the queen of greed Arleen Ackerman made some pay concessions. Keep in mind that Hite makes 300K base salary. That is more than the Mayor and The Governor by more than 100K. WTF?

Wake up people. This is not an issue about race. This is an issue about the flagrant abuse of the public trust by the laundry list of School District Officials. It's been going on for years and has been going downhill fast. By the time Arleen Ackerman blew into town the snowball was a rolling fast down the hill and gaining momentum. Ackerman's spendthrift policies and Masch's mismanagement of funds just contributed to the defecit and dug a hole too deep to get out of. Look people, The School District is NOT about kids; or education. The School District of Philadelphia has an annual yearly budget of between Two and Three Billion Dollars. Much of that is discretionary spending that gets laundered by outside vendor contracts. This makes the climate very very ripe for all kinds of KICKBACKS. This is the business of the School District. Does anybody remember the Pentagon procurement tales of $400 hammers and $200 toilet seats from the 1980's? That is nothing compared to the excesses at the School District. Education is definitely a back burner issue. It's not about race either. It's Politics, Greed and lots of Cash.

Wendell Prittshit is KEEPING HIS OPTIONS OPEN. When the Rutgers-Camden chancellor gig was in danger during that Glassboro consolidation talk by Governor Christie last year, Prittshit was positioning himself to be School District Superintendent JUST IN CASE. That option is still on his menu because the Superintendent position is open on the average of every two and a half years. It looks to me like Hite, Philadelphia's new low, will be staying here for a much shorter time. Hite is just terrible. All of this will come out soon.

You're right! The SDP 440 employee situation is outrageous. I know many of these people. It's a close knit group of political patronage jobs. Husbands and wives, nieces and nephews, sons and daughters. I am still outraged by the recently leaked 25 people that received hefty pay raises at 440 when at the same time there is still the stench of all of the firing of 4000 union support staff in July 2011. Some of those folks have been rehired as non-reps. I don't understand how the unions can go along with that. Somebody explain that one to me. Of the leaked 25 pay raises was a top manager in finance that merely has a 1960's Jr. College degree. The under-achieving leading the dumb. No wonder the place is in such a mess.

ROBERT AVERY would be the perfect SUPERINTENDENT for THE SCHOOL DISTRICT OF PHILADELPHIA. Think of it, Ackerman, Vallas and Hornbeck basially served us the same ROBERT AVERY type of meal. They each created a made up vision while reality was a starkly different world. Now we have Prince William Hite, Philadelphia's new low, selling us more of the same. Although crass and not politically correct, you are essentially correct. A couple of years ago a couple of woman attempted to have their drivers license photos taken while wearing a niqab (those full veils with tiny eye slits). PENNDOT considered that ridiculous to have a drivers license photo with an unidentifiable covered face. That precedent should be followed throughout our society. We accommodate religious beliefs only to certain points. That must be the standard. In our schools, you want your child, show your face and id. Period.
But again some of the same people that agree with my policy above will argue that you do not have to show your id to vote. I agree with voter id.

Improving education is on the back burner. Queen Arleen's reign greatly accelerated the deterioration of our fiscal position. Hite is totally focused of the money crisis. Education is the sideline right now. Look people, put yourself in place of the district. If you woke up tomorrow broke and wildly in debt, the other things that enrich your life would suffer. You said it, Beethoven. The corrupt management that works at 440 continue along with little or no change in their daily routines despite all of the changes going on around them. These are mostly connected patronage jobs. Lots of husbands and wives and family members collecting relatively HUGE paychecks compared to what they actually do.

My take is that Hite, who is the ultimate temporary employee with an average position lifespan of only three years, has to do something big and quick in order to successfully further his career. He will close all of these schools and before we learn what a mistake it was, he will be long gone out of town at his next assignment. Just like his infamous predecessors. Look at Ackerman and her Imagine 2014 plan. Who would have imagined that The Queen would have greatly contributed to the destruction of The School District, be gone in 2011 with a buckload of cash, be in the consulting business in New Mexico in 2012 and be dead and burried in 2013. That is the great lie. They come in and talk the talk and come up with a five year plan and are gone in three. Our students are left with the bill and the medicine show has gone to the next town.

Arlene Ackerman used children as props. Her goals were unrealistic and she stacked the deck and put all resources into a few schools and still failed those chosen schools while the majority of the neglected schools were way underfunded. Ackerman had no fiscal responsibility and is mostly responsible for putting the School District over the edge, much like George Bush accelerated the bad economy by cutting taxes and conducting two wars.

I admire Elmer Smith for his positive outlook. I have been studying Arleen Ackerman for a few years now. I believe Elmer could be labeled an optimist or even a re writer of history. My view, on the contrary, could be labeled realistic or even pessimistic. I believe Arleen Ackerman was pretty much the opposite of Elmer's portrait. The epitome of opportunistic greed and elite evil. She came to the School District under a cloud of questionable previous engagements in DC and SF. Her first day at SDP was highlighted by her public flogging a subordinate that supposedly said that something was "not my job". Needless to say, it was all downhill from there. Personally, I fear pancreatic cancer the most. It's a death sentence. The Lord works in mysterious ways.

Not believable to you brinsley. The flaw in your opinion is that you are relying on the accuracy of the Inquirer reporter. My experience is that don't usually accurately report. To quote Hillary..."At this point, what does it matter?" The bigger issue is that what is happening at Fell and schools all over the country is that the gun hysteria is reaching a frothing point. A few short years ago, once it was established that we were talking about a gun replica made of paper then this issue would have ended. What is happening is that they will go through all of these silly BS overreactions just for show. The NRA will make sure that nothing changes; so as usual, we will ban the toy guns, ban the paper guns, even the pointed finger and up-thumb that we used to play cowboys when I was a kid will be banned. The thought police will step in and punish students for talking or thinking about guns. But rest assured, the real guns will be with us for quite a while. I work in the same basic area where Francis X. Dougherty worked. I didn't know him well but he seemed like a decent guy. I read all of his stories in the Inquirer from the beginning of his ordeal. Knowing all of the players involved it basically comes down to one lowly office guy against the politically driven, obscenely greedy Ackerman administration. Therefore there is no contest on who to believe. Now, the school district has to defend Ackerman because even though they know that they made a huge mistake with her, they are libel for Ackerman's illegal actions. This is exactly the kind of vile, disgusting, low-life position that we expect the School District administration to take. They know that Dougherty was right. He blew the whistle and as usual, the School District retaliates against whistle blowers. I hope Mr. Dougherty really sticks it to The School District. You know what this says, it tells the existing SDP employees to SEE NO EVIL, HEAR NO EVIL, and most of all SPEAK NO EVIL or evil will be shoved-up your tailpipe. The people managing the school district are evil.

This is just another School District obscenity. If this district was truly serious about saving money it wouldn't have given hefty pay raises to staffers at district headquarters. How can those people live with themselves knowing that they are taking money from our youngest children - TAKING CANDY FROM OUR BABIES. I understand that costs have to be trimmed and I could be on board with outsourcing of this nature but it just does not seem to be a priority with district management to tighten the belt and make cuts across the board. This particular Head Start move again attacks union jobs. How can they justify this and give non union positions raises? It smacks of bad politics. Heck, even the Queen of Greed - Ackerman made some token pay givebacks from her salary and upper level staff. Instead of pay raises at 440, Hite should accept a 12% pay cut and insist that the other 440 staffs have similar pay decreases. If they want to be taken seriously about cutting costs then they should share the pain.

Here is what we have to do:
1- Hire a leader from within. No temporary glitz and glitter. We just need a pragmatic hard nosed long time bureaucrat that knows our system and has low cost ideas to stabilize and get out of debt first.
2- Cut administration costs. So far they pretty much have just cut union jobs. Heck, they just gave hefty raises to administrators, WTF?
3- Abandon and sell 440 N. Broad. It's too big and too expensive.
4- Instead of pie in the sky ideas, lets stick to practical teaching methods and get back to basics.
5- Once we have achieved fiscal stability, invest in long termed solutions.
I like to think of what each of the 5 recent Superintendents have done was put us on one of those fad diets. Big talk, big ideas, initial short termed progress but then we got fat and lazy again.
We need something akin to a fiscal Weight Watchers program, not one of those expensive and doomed for disappointing failure expensive glitzy programs. Hard work and a nose to the grindstone discipline is what we need by a long termed bureaucrat.

You are correct AD- Hite is just another SHORT TERMER with SHORT TERM plans and SHORT TERM ideas. What better way to make a SHORT TERM gain than to cut away expenses by closing all of those neighborhood schools? I predict that in a few short years, some numbnut superintendent will be buying back some of the schools that Hite sells off at a much higher price. Hite is just tying to get a BIG BANG to make himself look good. He'll be long gone when we start thinking that we need school buildings in the places were they used to be. I'm all for targeted closings and rebuilding of schools like we have done in the past, but this closing plan is absurd. This is the easiest and dumbest way to cut the budgets. Don't forget that Prince William Hite (aka Silly Billy Hite) just gave out hefty pay raises to those not even having any student contact in his Palace at 440. He is just interested in preserving the elite status quo. He may look like us, but he ain't one of us.

Yea, I've been asking Inquirer reporters to be filing open records requests and report all spending by District and SRC members. We know that Jim Nevels liked to dine at the FOUR SEASONS on the District's dime. These SRC appointments are allegedly unpaid. I never believed that for a moment. How much does the SRC cost us? How much personal stuff did Ackerman put on her SDP credit cards? I think that this stuff is deliberately being kept from the public. These Erie reports are small potatoes compared to what I suspect is happening in Philly.

Exactly right. Here is why crime stats are down- The police are trained to under report. Rather than be trained to fight and prevent crime, they learn the fine art of coning people to not report and under report crime. Principals do this in schools too. Funny that you mention that. I worked in a school where the principal would literally run and hide from historically difficult parents. No way would she have ever put herself in a dangerous situation regardless of the danger to others like Sandy Hook Principal Dawn Hochsprung. That kind of bravery requires character.

Monetary damages? Well let's see. How much work time was lost by the adults? Lawyers fees? How many extra costs for having to change schools mid year for all three children? However the greater toll here is the emotional baggage from being singled out and changing schools and sleepless nights and being totally distracted from the mission at hand- EDUCATION. I would say the case for those kind of damages could be convincing to a jury. It will never get that far. It will be a settlement that should include the firing of bad teacher Lynette Gaymon along with a modest monetary settlement. We will never know because, of course, the settlement will be confidential.

This is true, but that so rarely happens we still believe that we can make our schools safer by keeping the thousands of low paid under trained sub par employees that currently have school security guard positions unarmed.
I recall an Archie Bunker Public Service Announcement done on his show. Archie proposed giving out guns to every passenger who flew to combat the rash of airline hijackings that occurred in the 1970's. Of course it was an Reductio ad absurdum (Latin: "reduction to absurdity").
Placing hundreds of thousands of guns in our nations schools is absurd.

I voted for Obama but I feel that this student was not only inappropriately treated by her teacher but also the District. Look folks, this may be a money grab but the District has to learn that people have rights and need to have a voice. I followed this story while it was developing and The District blew it. They could have diffused the situation, but their hesitance and inaction fueled the withdraw of this student and her siblings from the District. I feel it is a valid lawsuit. I would settle for the firing of Lynette Gaymon with criminal charges of a hate crime and intimidation.

No, it's worse than that. Remember Casey is still Pro Life. Casey is just following the blowing political winds. It's just for show. Believe me, nothing will change. They'll just tighten school security. More X-RAY and metal detectors. Kids will have less liberty. More clear school bags. Some numbnut will think that it's a good idea for the kids to take off their shoes. There was recently some slaughter aftermath suspicious observations in another school of a student with what turned out to be a false alarm umbrella. They will ban umbrellas too. And more toy guns. But, the real guns will be around for quite a while essentially unchanged from the way it is now. People will forget, they always do.

I agree with Retired Guy. Let's collect delinquent taxes before we go reinventing the wheel. My neighbors are delinquent. Both next door neighbors owe - two years and three years. The immigrants across the street are five years behind plus their other rental property that they own is similarly delinquent. Both the husband and wife drive new cars and just remodeled their kitchen and bath across the street. Plus they send their kids to public school. It's all in the public record. If we collect from just those three neighbors, we could afford the salary of one new teacher. The school district could really use each and every dollar now Mister Mayor.

Yea, so let's stick it to School Police and reduce police presence in many schools and even completely de-staff School Police in some smaller schools altogether. "It's all in the name of economics" they said. "It's the new normal around here." Then, after borrowing another $300 Million, just to keep the lights on, Prince William Hite, who is making Ackerman Money by the way and hasn't given one dollar back from that $300,000.00 salary, decided to benevolently give lucrative pay raises to 25 Non-Union Staffers in Administration. Not for students, Not for Educators working on the front lines. These 25 staffers were well paid for what they did. Mostly nothing by the way. I know several of them and only know of one that actually works and MAY deserve a pay raise in NORMAL circumstances. But these are not normal circumstances. Not only should these 25 raises be reversed, but the entire non union, non-teaching administration staff must give back 12% of their salary as a symbol of shared sacrifice. They can afford to do it. Hite, and anyone making more than $100,000.00 must dig deep and give back more. The people actually working with the students day-in, day-out deserve every cent they make. These administration people are there mostly because of their political patronage and who they know. They are fat and lazy - I mean really fat. In these austere times, isn't it finally time to adjust these phony-baloney out-of-whack high salaries and put them in a more realistic level? Yes, it's time. It's your move Dr. Hite.

I'm assuming that you are being sarcastic. Obviously the fear of death did nothing to deter this horror. It is only logical that guns must be controlled. This is crazy. It is totally out of hand. We must begin to reverse this insanity. We allow many other intrusions into our society- Food labeling, bans of DDT and other known poisons, spreading laws, seat-belts....the list goes on. It only makes sense to enact gun laws to make our people safer.

1-Reduce Non Union Staff

Ask any office manager - How long does it take a new hire to fully learn the ways of the office and become a full fledged valuable member to the work team? That being said the average lifespan of our recent CEO has been about 36 months. That doesn't leave much time learn the job and make any substantive changes does it? 8- Dr. Hite. Another looming crisis that is conveniently being swept under the carpet is the PSSA Test Cheating Scandal. Before you came the District attempted to pin the blame on one lone rogue Roosevelt Principle. That failed. We have since learned that test cheating was widespread and was condoned by administrators in the district right up to the Superintendent's office. Much like Watergate. Penny Nixon has been implicated and is on some kind of phony sabbatical. Rumors abound that other implicated cheaters are systematically and quietly being removed from their assignments. The State Dept of Education has yet to conclude it's investigation. Dr. Hite, Why can't you deliver on the promised transparency policy? This just looks bad. Why not come clean, fire Penny Nixon, and reveal the names of all guilty cheaters and reveal their punishments? How can us parents trust our school employees when you are hiding the truth and harboring criminals in our schools?

It makes more sense to go with Blatstein. Keep it in center city near the Convention Center. This may finally make the Convnetion Center worth the investment because they still have not lived up to their promises. Additionally, The School District Administration building is right there in the thick of things. It's connected to the old historic Inquirer building and would be a splendid casino, hotel, restaurant space. Blatstein should tie in The School District into the revenue/profits picture. What a wonderful way to fund education. The school district could easily move their operations into empty spaces that already exist in neighborhood schools. The District is STILL under some kind of crazy illusion that they are a Fortune-500 company and needs to shed this illusion of the expensive fancy shmancy office. They never used all of that space and now it is a severely underused ghost town. It is fiscally irresponsible for The School District to keep that building and keep our students in the chains of poverty.
Therefore, The Blatstein plan is the best for the city.

I see what you are a say'in but you are wrong. I've experienced the inside for a while now. I've been at a lot of fiduciary meetings. They plan to fail. They never stay within their financial constraints. There is a lot of phantom, pyramid-scheme style rob Peter to pay Paul tactics going on there. It's quite fascinating and scary at the same time. The plan always depends on coming up short because they knows that they will cry crocodile tears and somebody will give them the extra money. I has a sister-in-law like that. She always is short and begs the rest of the family for money. She gets it because we all feel sorry for her even though we know what she is doing. Same deal with the school district and the politicians.

I'ze still thinks that The School District needs to close 440 and move all of the folks to school buildings. That was a great cost savings idea. I've worked in private business and there at 440. The folks in business work hard to cut costs and in turn increase bottom line profits. These folks in 440 act like they are some fortune five-hundred company and not some bankrupt hand-to-mouth organization that they really are. They are in denial. They are fat and lazy. They do very little to actually cut costs. They just beg more and more for funds. Granted, they need taxpayers funds to operate, but they act like they have unlimited funding and have no fiscal discipline. If you look at the top-heavy upper management pulling in BIG BUCKS that is way too much for their mediocre performance, and you look at their lucrative contractors, there is the problem. The education of our children is a sideline concern. It's all about the big phony-baloney salaries, the politically inspired contracts and somewhere in the distance..........the students.
Ackerman used to always say that "It is about the children". Truth is, it ain't. And that's no jive.

Hey, Okay I was just bored on a slow news day and I'm glad that I came back. The Inky should have us linked to email so we can respond if necessary. Well, the slippery slope is that money is power in the school district. I've seen how companies have weaseled in just on normal contracts. Take 440 Headquarters. Elliot-Lewis Inc. is the building manager. A couple years ago when Ackerman was paranoid about outsiders coming into her office, she sat a security guard up on the third floor in Accounts Payable just outside her office suite. That was the most boring job. The guards would actually fall asleep. I can still envision one guy sound asleep with his head back and mouth open. Elliot-Lewis found a way to install One Million Dollar badge reading turnstiles at the entrances. Somehow these were installed e ven before they were brought before the SRC for a vote. That is the slippery slope. You get your foot in the door, you get access, you make friends, and you get more. There is so much under the table quid pro quo suspected. DO WE KNOW? NO. WHY? BECAUSE IT'S ALL DONE IN SECRET. LET'S JUST SAY THAT I KNOWS SOME OF THE PEOPLE AND I'VE BEEN AROUND THE BLOCK A FEW TIMES. THAT IS THE SLIPPERY SLOPE MY FRIEND. THEY PAY MONEY TO RENT GYMS AND BEFORE YOU KNOW IT THERE WILL BE MORE AND MORE INVOLVEMENT.

The teacher was bullying her and it borders on the hate crime category. That is for the lawyers to decide. As far as the parents go, they did what they had to do with advocating for their daughter. It's a David VS. Goliath situation. What you see as heavy handed is absolutely necessary in order to get some attention. The District sweeps a lot of bad under the carpet. SDP has a long history of granting executive positions a graceful exit as they are being tossed to the curb. There was so much flack about the Ackerman exit that they just found a more conventional device as to not attract too much attention. Sabbaticals are for teachers. Sounds too good to be true. The District is starved for any shred of good news. This is just a side car...a distraction to the real crisis that is going on right now. We are talking about a national embarrassment. The latest released information is pretty conclusive evidence that there has been substantial cheating going on. We're not talking about one or two rogue principals. That's what they want you to believe. The District tried to paint the Roosevelt principal as a single bad apple last year. It just ain't that way, we are talking about sanctioned cheating. A true widespread conspiracy right here in Philly. Plus, they turned over the Central Library bathrooms to the homeless. Try taking a leak in the library without choking on the odor. The homeless don't want to live in North or West Philly or Kensington because it is even too run down and dangerous for them. The Parkway was the perfect place to coral the homeless and that plan has now backfired because the Barnes revitalizes the Parkway.

When my Pappy was a kid in the 1960's he used to go to the Zoo and there was a monkey chained to the top of a pole and you would put a peanut in a tin cup and pull a chain and amuse yourself and watch the monkey eat the peanut.
Your comment got me to thinkin'. Since this entire Parkway ruckus is really about tourism and preserving the appearance of a great city, why not move the Zoo to the Parkway and include the homeless in the plan. We can see the hyenas and the crack-heads in adjoining exhibits.
I envision Mayor Nutter at the ribbon cutting dedicating this new social experiment and turning to the homeless guy and saying "Here Crackie...Have yourself a peanut"! Most of the homeless are black and Nutter has repeatedly turned his back on his brothers.

Is that houses or caves? I don't believe it. This is 2012. Go to PENN DOT and get a free one. I went with someone and she got a temp ID in a few minutes. The ID was mailed to her in a couple of days. I think that historically, minority voter turnout has been low so folks got in the habit of voting for other people who were too lazy to come out and vote. Now, that the status quo is being changed, pols are up in arms because they know they will never get a legitimate turnout. So, they do what they know so well. They play the race card. They drag out all of the platitudes and cry foul. Don't believe it for a moment. Just make the accommodations for the few truly disenfranchised. It will take a while for folks to get used to the new system that actually will help preserve integrity and make an individuals vote more valuable.

This is what is wrong with years and years of Affirmative Action. Instead of an equalizer, it is viewed as an entitlement in the AA community. So everything starts with that advantage and they don't even notice and they still blame people that look like Romney for all of their lazy habits. Affirmative Action is like a drug. A needle in your arm that you can't shake off. Chaka Fattah and his wife Rene Chanault, for all of their affluence insist that they and their children still require the Affirmative Action Advantage. That is a fact. Case closed.

GP Tank, if they were a real business they would have gone into bankruptcy hundreds of times over. The problem with these folks is that they have no clue. I've concluded that the Superintendent and CFO and including whatever the heck kind of hybrid Kneudsen is - they are just figureheads. They do not have control over the entire operation, especially the thick layer of high level bureaucratic incompetence there. It is simply stunning. I have witnessed it first hand working at 440 for a few years. They keep many things secret from the Superintendent. Take Ackerman, for instance. There is so much to digest, they just spoon fed her information. She wasn't smart enough to know that she didn't know that. She was blamed for things that she really never knew about. We all laughed at her being too dumb to not even know what was going on right under her nose. We had a $3.2 Billion annual budget in her years. One person can not possibly know it all, and especially her. She had no idea on how the budget ran, and the budget book was kept deliberately cloudy so things could be done. Look where that got us. Vendors got rich and the school district was thrown into virtual bankruptcy.
Investigators were duped.
Mr. Butkovitz, Hint- Look more closely at the bond swaps and follow the money on the contracts.

Poor oversight my foot. It's just the exposing of another of the many look-the-other-way perks of being a cop. It's ironic that the most consistent chiseling, conniving group that I have ever known are Philly cops. There are some rare good individuals, but as a whole, I would say this group is so acustom to special treatment and entitlements that it becomes part of who they are to get something for nothing. The irony? Cops are crooks. The put away criminals for a living all the while performing criminal acts themselves. There are so many that don't get caught because of the cop's code of covering up for a brother.

His Daddy and his step Mommy, Rene have gone on record that their kids, in particular, still need all of the benefits of every affirmative action program that there is even thought they are a Congressman and a TV News Anchor. We all say, "Really"? I guess that's they don't get free orthodontics on the public dime. Yet.

That is dead and burried. But a tax lien in Philly ain't nuttin'. It will do nothing. So many properties have liens. There will be an amnesty someday soon.
