Should drillers be required to report the chemicals they use?

Some of the chemicals used to extract natural gas from shale in a process called hydrofracking are known to be toxic to humans. But the industry is exempt from regulations under the Safe Drinking Water Act, so drillers are not required to report the chemicals they use. Should that exemption be changed?
