Why was a general referendum included in a primary election? Pennsylvania has more than

one million registered voters who are not affiliated with a party, and the number is growing. To sneak in a ballot question in a closed primary about whether to abolish Philadelphia Traffic Court - which all voters should consider - essentially disenfranchised independents.

It's true that I could have voted on the proposed constitutional amendment, but I suspect that most people had no idea that there was a referendum-only ballot available. General referenda should be conducted in general elections, in which all registered voters are welcomed. Party primary voters should not get to decide statewide constitutional issues.
