IF GOVERNMENT had its own stock market tracking actions benefiting society, last week's reauthorization of the State Children's Health Insurance Program (SCHIP) would have provided a record trading day.

This program, which provides free or low-cost health insurance to children, was a victim of two Bush vetoes against expanding the program, even as states like Pennsylvania were doing their best to cover more kids; in fact, here the program is called "Cover All Kids," a far better philsophy than "take sick kids to the emergency room."

The new law arrives at the right moment, as thousands of families who have been thrown out of work or whose hours have been cut back lose their health coverage. In fact, in January alone, 3,000 Pennsylvania children were added to the program; almost 190,000 children are now covered in the state.

For children whose families don't qualify for Medicaid, this program, providing affordable insurance, could be a lifesaver. Families are urged to call for information: 1-800-986-KIDS.

Now we just have to figure out how to provide the same thing for adults. *
