If its opposite could be called the "well-being index," yesterday, Mayor Nutter and Gov. Rendell made announcements that raised that quotient for all Philadelphians. The city will soon benefit from two big quality-of-life improvements: A new park is being built at 12th and Catharine streets, and a ton of money is being plowed into refurbishing the Ben Franklin Parkway.
A collaboration involving the city, the state and private foundations has generated $17 million to improve the Parkway, that long diagonal strip running from LOVE Park to the Art Museum that both defines the city and defies pedestrians. Its design, favoring cars over people, has turned this potential magnet for people and activity into a long highway that happens to be home to many large institutions.
The improvements - landscaping, new curbs and sidewalks, and more - should animate this intimidating stretch of the city. We hope a reasonable development plan follows soon after. *
