Mr. Fox, who built substations for Peco, retired as a supervisor in 1991.
A graduate of Marple Newtown High School, he served in the Navy aboard the San Pablo, a survey ship, and the Nantahala, an oiler. After his discharge, he joined Philadelphia Electric Co. While working there, he earned an engineering degree from what is now Drexel University.
Mr. Fox was an elder and a deacon at Meadowcroft Presbyterian Church in West Chester. He served on church and mission committees and traveled to Russia on a mission trip. He participated in community Bible study classes in West Chester.

In addition to his wife of 50 years, Mr. Fox is survived by a son E. Phillip Jr.; daughters Elizabeth Dingwall and Lorrie Gendrue; two sisters; and six grandchildren.
A memorial service will be held at 7 p.m. tomorrow at Marple Presbyterian Church, 105 Sproul Rd., Broomall, where friends may call after 6. Mr. Fox and his wife met at a youth social at the church.
