A massive power failure on Tuesday night plunged Brazil's two largest cities, Rio de Janeiro and Sao Paulo, along with other parts of the country, into darkness, leaving 60 million people without power and more than 7 million without water. Media reports said the blackout resulted when the huge Itaipu hydroelectric dam suddenly went offline. The Brazilian government was scrambling on Wednesday to explain how the failure occurred.
