Collins has applied to fill the seat on the Delaware County Council vacated by Chairman Tom McGarrigle, who was elected in November to the state Senate. McGarrigle, who has one year left in his term, announced he will step down at the end of the month.

Collins ran as a Democrat in 2011 for the position and received about 41,000 votes, he said.

If appointed, Collins said, he is leaving open the door to whether he will run as an incumbent for a full term. He is also undecided on whether he would register as a Democrat or Republican, or as nonpartisan, he said.

Collins said his diverse work history, which includes positions in law enforcement, business, and social work, gives him a unique perspective.

"People should be chosen based on their qualification, not what party they are," he said.
