WEST CHESTER - Chester County approved a $523 million budget Wednesday that would not raise residents' taxes in 2014.

Operating expenses total $430 million, and the capital budget is $93 million. Next year's budget is $4 million less than this year's budget.

"I'm pleased that our staff has again been able to prepare a budget that continues to provide quality services at a reasonable cost to our taxpayers," County Commissioner Kathi Cozzone said in a statement.

The commissioners said the budget includes necessary emergency improvements that include almost $13 million toward the emergency voice radio system and an expansion of the Public Training Safety Campus in South Coatesville.

The county's costs for medical plans for its employees also rose by $430,000.

The budget also includes more than $2 million for a roof repair for the county's Government Services Center building.
