Kenney to retain behavioral health, public property chiefs, taps 2 new staffers

Mayor-elect Jim Kenney released another round of appointments Friday morning, keeping three commissioners in their posts and tapping two new department heads.

Mayor-elect Jim Kenney released another round of appointments Friday morning, keeping three commissioners in their posts and tapping two new department heads.

Those staying on in the new administration are Arthur C. Evans Jr., commissioner of Behavioral Health and Intellectual Disability Services; Thomas Conway, deputy managing director of the Community Life Improvement Program; and Bridget Collins-Greenwald, commissioner of Public Property.

"Arthur, Tom and Bridget have provided strong leadership and oversight to their respective city departments. I thank them for their continued service, and I look forward to watching them innovate and build upon their current success," the incoming mayor said in a statement.

In 2006, Evans was named acting commissioner of the troubled Department of Human Services after 25 children in its care died.

Debra McCarty, the Water Department's current deputy commissioner and director of operations, will rise to the department's top post. She has been with the agency since 1982.

Vaughn Ross, finance director for Kenney's mayoral campaign, was named deputy chief of staff.
