The Inquirer compared the 2013 tax bills of 452,377 residential properties against their 2014 bills under Philadelphia's Actual Value Initiative (AVI), based upon an estimated tax rate of 1.25% of their newly assigned market values.
The 1.25% rate is subject to change based on approval of the city budget. That rate does not include tax-relief measures, such as a $30,000 homestead exemption. The assessments of about 4,800 residential properties are still under review, and their tax bills could not be calculated.
