Polls open at 7 a.m. today for what is expected to be a low-turnout primary, which means that important races probably will be decided by a small number of voters.

The so-called "Millionaire's Provision," triggered this week to allow individuals and political action committees to contribute twice as much to campaigns as normally allowed, has proven to be remarkably flexible. If a candidate thinks its a great idea, he can use it to raise more money. If a candidate thinks its a terrible idea, he can use it to raise more money. The provision is triggered when a candidate gives his own campaign $250,000 or more.

The Philadelphia Board of Ethics just put out another media release, announcing that it has entered into a settlement agreement with Seth Williams, a candidate for District Attorney in the Democratic primary election next Tuesday. The board announced that Williams agreed to pay a $3,750 fine for campaign finance reporting errors.

PhillyClout: The Philadelphia Board of Ethics just hit Dan McCaffery's campaign for District Attorney with a lawsuit, claiming he and his treasurer "deliberately violated the city's campaign finance law" by taking in too much political action committee money in 2008.

Common Pleas Judge Allan Tereshko opened a hearing today on a bid by one candidate for district attorney - Dan McCaffery – to knock another candidate – Seth Williams – off the May 19th Democratic primary ballot, on grounds that Williams should have listed his campaign organization as a source of income in the financial disclosure forms that were filed last week. The proceeding adjourned for the weekend without any decision from the judge, but there were a couple of interesting disclosures:
