Simple solution. Have the PPD flood the area and start cracking heads. Put these SOB's in the hospital and make the parents accountable. We're not talking about toddlers here, these a teenage kids, on their way to young adults, they SHOULD know the difference between right and wrong, as well as how to act in a civil manner.
